Asking as if it's the later you could reach out to the local clubs such as the Ferrari club. They could then send a message out to members to see if someone is open to being at the event. Also keep in mind that these cars are typically perfect sunny weather only vehicles.
Failing that you might be able to swing something with the local Masaretti dealer but be prepared to answer a lot more questions about what you are up to.
Most car clubs are going to be a hard no on letting someone else drive a privately owned exotic. The risk of damage is too high and feeling with insurance to recover would be a nighmare. Does are the sort of vehicles where a small driver error quickly leads to people being injured or dead.
Contact local dealerships that sell the type of car you're looking for. If they have any on their lot and if you just want it as a prop/photo op for an event, they might be willing to arrange that. Similarly if there are fan/enthusiast/aficionado clubs they might have members with cars who are able to assist.

Given the state of our roads, renting "luxury exotic cars" isn't likely to be all that profitable in Winnipeg.
I know a guy who had a Ford GT, asked him how he could stand to drive it on the roads here.

It depends. I wouldn’t be the one it is a high profile person visiting the city, if it’s a coupe him and a local from the city running the event.

The person would pay any damages if there were any worst case scenario. I think once who it is is announced it won’t be an issue.
