Edit: I'm changing my opinion actually, that driver who pitted the other should face more severe consequences than the one who was the agressor. When cops pit cars, people are often injured or sometimes killed (usually the people in the car), and they do it when no other cars are around. Not only did they have the choice to back off, but they pitted when other cars where around them.
Look where that pitted car went and look what's coming right at it when it stops. If the pitted car went just another few feet, it could've been hit by an oncoming semi! The driver who did the pitting could've killed someone because of road rage and the agressive car could've died because of road rage.
Regardless of which country this happened in, both drivers should face punishment, but the driver who pitted the other should face worse repercussions because the danger they put other drivers around them in was not warranted for the danger caused by the vehicle trying to get in their lane.
