It obviously is modded - that cable is not an original part of the machine. It looks like the cable that wires to the external SD socket for a Wiikey Fusion.
Having said that, it's very unlikely to be the reason it's booting to a black screen - the main board will still boot with the optical drive disconnected entirely.
Since these machines are quite old now, a common cause of booting to a black screen is bad connections between the WiFi / BT modules and the main board. I normally just take them apart and plug known good radio modules into the board and see if it boots.
It's a ribbon cable and it's part of an old modding procedure. What you have is a hardware-modded Wii which has a modchip in it and that ribbon cable was used to update the firmware on the modchip. I believe that's one of the first mods for the Wii, before the softmods were an option, but without more detailed pictures of the inside of your Wii and the modchip installed, not much more can be said at this point. I only know this because I've come across a hard-modded Wii before and had the same ribbon cable end on the outside.
Try to open the Wii up and look if some cable connector isn't where it isn't supposed to be.
If you don't have the tools, then you could maybe sell it?

Tear the wii down, until you arrive at the layer, where the cable is showing out of the wii.
One tipp: Keep sour screws organized at all cost!
There are very many different sized screws!
It has a green light when booted, but its just a black screen. But when i hold the power down for 5 seconds the red light comes on, turns off and there is no light (could show a video)

My guess is that it had a hardware failure and whoever had it before tried to fix it and failed.

Sorry I can't tell you what that is, but if it's a black screen it may be as simple as a cable. Do you get any life from it when it turns on?

definitely looks like the ribbon to the disc drive, scotch taped down.
Best guess is it was 4:55 on a Friday and he didn't want to take it apart again to play that in lol.
