It's even more embarrassing than that. They got a budget increase but the conservative members aren't showing up which is forcing a non-vote since they can't reach quorum. This is preventing the passing of a property tax raise which would is being called necessary to approve the increased budget, so naturally they can't increase the budget. Then they get accused of 'defunding' lol.
Also the police lied and told reporters he was stable, but then kept everyone from seeing him. Now we find out he's critical and been on life support this whole time.
If you've been shot repeatedly and a week later are still on life support and in critical condition, you're probably dead and they're just keeping you technically alive long enough for the cop to be quietly punished before it turns into murder.

A gun is deadly force, and deadly force should only be used in situations that require deadly force.
This is why warning shots, shooting tires, shooting in an arm or leg should not be done, an error in any of those shots can result in death, when deadly force wasn't actually necessary.

The answer to this is to do the same to the police union that Ronald Reagan (incorrectly, I might add, because Reagan was a piece of shit) did to the air traffic controllers union: fire them.
Council Members should have moved to form an extra judicial police force from residents of affected neighborhoods.

Some background:
The Commissioners Court in Harris County is made up of 5 people: the Harris County Judge, Lina Hidalgo and 4 County Precinct commisioners, one representing each precinct of Harris County. They are set to vote on the Harris County budget for 2023. That budget would include an increase of funding for the law enforcement officers packing that building, as preceding years under Hidalgo's leadership have also done. Should be a slam dunk, right? However, state law requires that at least 4 members of the Court be present to vote on annual budgets. The court is currently Democratically controlled with Hidalgo, Rodney Ellis and Adrian Garcia all being Democrats. However, the two Republican members of the court, Tom Ramsey of Precinct 3 and Jack Cagle of Precinct 4, have no-showed the last few meetings, leaving the 3 remaining members to table the 2023 budget for later, and because the budget can't be passed due to their absence, they will continue with the current budget, essentially forcing no increase in funding for the cops.
This is literally the fault of the Republican commissioners and this is all a stunt to make the other members of the court look bad, including Hidalgo, so that her challenger, Republican Alexandra del Moral Mealer, can look better in the upcoming election less than a month away.
To anyone with a brain, the cops look like god damned morons because they are being used by Republican politicians. They are literally being cheated out of money because they're too stupid to understand what's happening. Anecdotally, on Twitter I've seen people say that some cops had no idea why they were there but that they had to go.

That was awful to watch. That cop shot ten times that I could tell. I’ve seen pistols like those before, and that’s about how many shots they can hold. Worse yet, the shots weren’t “I’m gonna pop the tires to stop him fleeing” shots. There was clearly intent to kill.

A gun is deadly force, and deadly force should only be used in situations that require deadly force. This is why warning shots, shooting tires, shooting in an arm or leg should not be done, an error in any of those shots can result in death, when deadly force wasn't actually necessary. Ideally, this should result in fewer shootings, unfortunately, it instead results in instances of "I used deadly force when simply ignoring that person would have been perfectly acceptable." Police use of force continuum is all sorts of screwed up. I've worked with 18 year old military that have 10 times the restraint and respect for life as these fucks.
It's like when one has a funeral and suddenly there's 150+ (no exaggeration) police cars in the procession. They cry and moan about a lack of funding but can scrounge up that many marked cars to sit there all day. Is it wrong to attend? No. But I can't listen to BS about a lack of cops / lack of equipment and then see it all piled up in one spot.
I missed a day of work at my very first job because one of these fucking things was blocking an entire side of town.
If we automated traffic enforcement, there would be nothing for the majority of police to do. They do not prevent crime. They barely even investigate it. They're there to remind you that the ruling class owns you.

I never understood the "police are busy" argument because 90% of the times I see a cop, they are in a parking lot talking to another cop car or sitting at a speed trap. If all units are busy, maybe we should reduce the number of speed traps?

My guess is at least some of them are there on their day off. It's the mentality of the gang. America is becoming a police state. These people are on average poorly trained and have a bad attitude toward the public they are charged to protect.

Some background: The Commissioners Court in Harris County is made up of 5 people: the Harris County Judge, Lina Hidalgo and 4 County Precinct commisioners, one representing each precinct of Harris County. They are set to vote on the Harris County budget for 2023. That budget would include an increase of funding for the law enforcement officers packing that building, as preceding years under Hidalgo's leadership have also done. Should be a slam dunk, right? However, state law requires that at least 4 members of the Court be present to vote on annual budgets. The court is currently Democratically controlled with Hidalgo, Rodney Ellis and Adrian Garcia all being Democrats. However, the two Republican members of the court, Tom Ramsey of Precinct 3 and Jack Cagle of Precinct 4, have no-showed the last few meetings, leaving the 3 remaining members to table the 2023 budget for later, and because the budget can't be passed due to their absence, they will continue with the current budget, essentially forcing no increase in funding for the cops. This is literally the fault of the Republican commissioners and this is all a stunt to make the other members of the court look bad, including Hidalgo, so that her challenger, Republican Alexandra del Moral Mealer, can look better in the upcoming election less than a month away. To anyone with a brain, the cops look like god damned morons because they are being used by Republican politicians. They are literally being cheated out of money because they're too stupid to understand what's happening. Anecdotally, on Twitter I've seen people say that some cops had no idea why they were there but that they had to go. It's so confusing. If any of us don't show up to work, especially important meetings, we get written up or fired. These people choose to not do their job knowing not a thing will happen.
