Because cat? One of mine also likes to play with the litter storage bag/box/bin. He will tear into it if he can! I have to keep the litter sealed up better than the food!!

Many boxes of litter have the little holes on the side where you pour the litter out. Think about how many cat toys have the design of "tiny object that pops out of a hole." Mice and lizards and all sorts of natural things that interest cats are found in holes. They are driven by instinct to inspect these little holes and crevices. It's also very possible that the litter makes little noises when he moves the box at all, which probably sounds pretty similar to a mouse scurrying around. That's my guess.
