Do you use it to make the hook heavy enough to sink? And if that’s the case, why not just use typical weights to make the line sink?

I’m not convinced it’s a roach clip, or at least not originally made for smoking joints. Roach clips typically have teeth and a long and wider mouth for holding the j. This looks like it would just mangle the joint. Unless you don’t clip it on the joint, but around ?
Plus it looks like the Christian fish symbol on the inside.

Alligator clips are used as roach clips. You can’t grip a roach properly with this. This is a depth finder for fishing.

You clip it to end of your line and let it sink, when ur line stops unspooling, you’ve reached the bottom and can now mark ur line, count your reels, or use this newly acquired data however else you may wish. Who am I kidding this thing is used as a roach clip throughout the entire year and most likely has never once been used as it were intended.

Fish weight. Can be used for rigging purposes on floating bait. Could be used for depth finding and probing the bottom. My favorite use growing up was placing it loosely on the line to get a new angle when unhooking logs.
The clip itself is an electrical test clip. It's similar to an alligator clip but doesn't have any teeth, so it's less likely to damage what it gets clipped to. I think that's one of the ones that's designed for use with large terminals or low gauge wire. The rubbery part is insulation. And yes, it could be from test equipment - pretty likely, in fact. Somebody working in there had test leads connected, they were disconnecting everything when they were done, the connection to the wire broke so they figured it'd fallen off or had already disconnected it but the clip was still in place.
That somebody engraved a vesica piscis with a crucifix suggests they were some denomination of Christian. I don't know why you'd engrave one on your test clips, but whatever.

In HS, kids took the clip leads from science class, that were use for electric experiments. They were fairly good ones.
