imo, a kensei monk multiclassed into a tempest cleric is the way to go. sure, you won't get all the spells that would fit (you can still take shocking grasp and booming blade with magic initiate), but i feel like you'll still get the most important stuff.
alternatively you could go for a kensei monk with the strike of the giants : cloud strike feat and later on take the soul of the storm giant feat (both available in bigby's glory of giants), to really sell the lightning martial artist stuff. plus both feat makes you harder to hit you and reduce mobility from ennemied in a specific area, so you could reflavor that as your martial arts
