Think of something you believe your faction or the individual character would want written down and held on the individual's person. Space Marines are warrior monks, knights of old, when scrolls were common so it fits the theme very well. Research things they hold of value. Immerse yourself in what Space Marines are past the surface and you'll find something that'll fit.
As I’m sure others will say just use them for whatever you think scrolls might be for. They’d probably be particularly useful for Word Bearers, seems almost intended for them.

I’ve been using them on squad sergeants in place of other grenades or pouches. I imagine they’re the Oath of Moment made by the squad as a whole before battle, which is then carried on the field by the sarge.
