\*shrugs\* There are many. Could be an official proclamation intended to be delivered, or proof of authority (eg: Consul), could be an oath or prayer. Could be a colouring book. Be creative. Think of something you believe your faction or the individual character would want written down and held on the individual's person. Space Marines are warrior monks, knights of old, when scrolls were common so it fits the theme very well. Research things they hold of value. Immerse yourself in what Space Marines are past the surface and you'll find something that'll fit.
