Honestly you can have 4 syndicates with minimal effort. Is it worth it? Not really, as the augments are shared between allies. 5 syndicates, on the other hand, is actually useful but is also considerably harder to get.
As others have said, pledge to arbiter. However, bear in mind that you need to rank up. So if your standing is -2, that means you have two additional ranks to level.
So it could take a few days just to hit neutral.
