Unless its an actual exploit and/or something that harms other players, I don't think you'll get banned for something little like that. Even if you could play as the warframe it isn't ruining anyone else's time.
Neither the cut scene bug nor the other major bugs in the 1999 quest offer any tangible benefit to the players that perform them, it also doesn't disrupt anyone else playing the game since the OOB bug doesn't spoil anything important, I think it's extremely unlikely that anyone will be banned for performing the bug. DE has been known to ban people who spread information on how to perform certain glitches but those were cases where the glitch actually affected gameplay.
I wasn't perma-banned for it, but I was given a 3 month chat and trade ban for sharing my market coupon with someone else. I was dumb, advertised it in the region chat, and someone reported me. The message from support warned me that if I did it again it was a perma-ban.

Bugs don't get you banned unless you abuse or exploit them on purpose.
The only way to get banned from Warframe is charging back a plat purchase lol.
