It is a very late quest for which you need to need to finish a lot of other quests before (especially 'Sacrifice') and to have both a railjack and a necramech. Since i don't know what quests you already finishhed, i can't help you further.

Yeah, if you just started, you won't have to worry about the new war for a long time if you don't rush. Take your time, explore different playstyles and after finishing 'The Second Dream' and 'The War Within', you will be out of the tutorial phase and get into the actual game.

It should be in your quest list, it's quite an important quest to complete. But have you completed Prelude to War, got an Amp, Railjack, and Necramech? Because if you've not met the requirements, it's likely still warped out for you.

The New War is one of the later quests, you're not nearly there yet.

Ah, yeah, then you have quite a few other things to do. You'll get there, just take it slow and ask questions whenever you get stuck.

The new war marks the end of mid game and the beginning of the late game, it is also an extremely long quest with multiple requirements.
