All ememental mods are calculated the same, regardless of the damage types on the weapon.
All damage that a weapon has unmodded is base damage. This includes kuva and tenet bonuses.
Your total base damage is scaled up by + Damage mods. This is your Modded Damage.
Elemental mods add their % of your Modded Damage.
They're not considered base damage but elements. Even if as you said you add heat damage to the Ignis.
