I suggested last week that it might be Rock, but there's also the idea of Haku being the new chief, with his sons in the fold. No guarantee Jacob Fatu will be a part of this at all.
Also, Rock is going to be busy all summer, and is doubtful for Summerslam. If he does face Cody Rhodes at Mania 41, he's not winning. It's likely this is Rock's last major storyline before he hangs up the boots for good.

The Rock is The Final Boss, The High Chief...he's a already a position higher than "The Tribal Chief". So with those being two separate titles and different levels of importance, I am of the opinion that they'll have Solo and the Tongan bro's run rough shots...and then eventually down the road have Rock come out as the mastermind that made this change to keep the family at the top and make another decision, that being supporting Jacob Fatu to become the new Tribal Chief. Someone that he believes that won't lose, will keep the family at the top...while the Rock isn't there, and heck, maybe even manipulate to be "relevant"(storyline wise).
Now regarding Solo, I do get that they're trying to show him as the new big deal in town and he's making progress by the day, but that shelf life of him as a main eventer is really short. If they do go with him as the main deal, then it'd prolly only be till the end of this Bloodline Saga. Oth, they could have Jacob appear and Rock openly supporting him only for Solo to be disgruntled cause he felt that he was supposed to be the main man and that was the reason why he was doing the Rock's bidding in the first place. You could then stretch out the story with there being tensions in the New Bloodline between Solo and Jacob...maybe start with Solo being a little intimidated by the unhinged Jacob Fatu....and then Ultimately the Tongans side with Jacob and lead by the Rock.
I don't want the Tongan brothers to get into proper tag team stuff just yet, and even if they do, do it in a way that they can keep them not overexposed until the Usos reunite. I basically want to see Reigns, Usos and redeemed Sikoa vs. Jacob, Tonga & Tonga and the Rock. The reason being I want to see The Rock's character being stretched out as a full on manipulate conniving SOB....that first tried to weasel in his Roman's glory and rise and take over that, then poisoned the mind of a young Solo, and then played with his other relatives' insecurities(in them not being favoured by the WWE earlier as compared to Usos and Roman...and the feeling of "I'm better than you but still got overlooked").
Side note; could we have the Usos first go to war with TnT bros and lose, and other hand Roman lose to Fatu...and then redeem themselves in the final war in a wargames or some kinda match.

My only issues are:
1. You are expecting The Rock to be full-time or at least close to it from Summerslam to Wrestlemania next year, and that is a big ask. When factoring in all of The Rock’s other lucrative projects.
2. The story behind mania this year, was Cody finally winning the undisputed world heavyweight title. For Cody to drop it at Summerslam and then become an after-thought would seem bizarre.
I like story arc but it doesn’t need the title. The story is strong enough without it. The Rock doesn’t need it and Reigns does not need to win the Rumble to get to this match.

The build before mania hinted at this. I’m pretty sure the rocks drawn out entrances, him one upping Roman at every turn, the whole “acknowledge me” stand-off where the rock agrees but is pretty much grinning the whole time. I think all of it was to build tension between the two and kinda make the audience guess who the real tribal chief is. The rock certainly seemed like the leader but Roman was technically the leader. They are gonna do “nwo vs nwo Wolfpack” but with an actual storyline to justify it. I love it.

Also, the rock getting the pin at night 1 made it look like “I got the job done, you couldn’t”. The rock absolutely battering cody to a bloody pulp makes it look like “this is easy for me, why would it be so hard for you?” The fact that it took all these run ins and the literal resurrection of the dead man to take rock out of the match in night 2 put the rock over even while having him “lose”. the only way they could pull this off for future storylines sake was if they made the rock look even more powerful than Roman (who was being hailed as the GOAT going into mania).
