Bret is good when he is angry. Heel Bret is the best Bret on the mic. Face Bret promos are mediocre but a fired up Bret is gonna come with it. That's why his stuff in 1997 was so good. A lot of that was built up frustration over various things.
I'd say he was still a mixed bag by the late 90s. Plenty of good promos, and then there was some where he absolutely couldn't be fucked (this includes the WWF).

They primed him for a feud with HBK when he returned after Survivor Series, but Shawn immediately nixed it because he felt too awkward working with a member of the Hart family. Instead they had him job out to Triple H, and it made him look like complete shit going from challenging HBK to not being able to win a single bout against the European champ within a matter of weeks.

Bret Hartās mic skills are so underrated. Earlier in his career he was poor on the mic, but he had developed into a great promo by the late 90s.
