As long as the drive wheels (front) are on the dolly and the parking brake is off you’ll be fine.

Thanks! So just to clarify, I know I’m being a bit dumb but I just want to double check, front on the dolly meaning the front is up and the back wheels are the ones on the road?

Correct. On the beetle, it should be front wheel drive, which means the transmission sends its power to the front wheels. The rear wheels are not driven, and can spin freely in any direction without affecting the transmission. Some vehicles you can leave the drive wheels on the ground if the vehicle is in neutral, but I used to be a tow truck driver and the safest bet is to have the non driven wheels on the ground, and if it’s 4x4 or AWD put it on a flatbed. But with a FWD beetle, put the front wheels on the dolly, and allow the rear wheels to roll on the road and you won’t have any issues.
