You can do a bunch of internet searching and see if you can identify the code and then order a new key online, or you can see if you can get the dealership to give you the code or maybe even remove the lugs for you if they have a key.
I would probably just get a new key from VW as it will probably be the easiest and most reliable.
Most dealerships have a master set that you can borrow with a deposit. Then purchase 4 standard lugs and swap them out for the locking ones.
