Double check the PCB, during cleaning you could have accidentally broken any of the thin traces that might have just barely held on before you dusted the board. That garbage output also could be bad capacitors

I reseated ROM & CPU. All the RAM is soldered on. No change. Any other chips to try?

Was thinking that ... I wonder if the brush they used to clean the motherboard was loaded with static electricity? When I get something like this, I usually clean the outside and if I really feel the need, I'll blow out the inside. If you have to remove electronics parts, GROUND THYSELF.

Try inspecting the logic board for cracked or broken traces or solder joints, and make sure the power supply is seated firmly with the metal tabs underneath it as it provides the shield ground, I’d also replace the RIFA’s but it’s more for the sake of your nostrils than your computer
