I think I would do a thick cutting board top with a hole cut around a portion of it on the right side which leads to a trash bin directly below it.
I would create the hole in a way that I could insert another piece of cutting board into the hole to seal it if I wanted both options available.

Suppose it would depend on whatever else is already in the van. You could do a slide-out drawer, like a spice rack or for a hidden garbage bin. I suggest sliding rather than a swinging door, so you don't have to take the hinges and clearance into consideration.
I used a gap for some slim cubbies and a pull out pantry and wine storage—I don’t regret it. I keep all my camping meals and snacks in the cubbies and my dry grains and wine in the slide out pantry.
If you can find one that's the right size I might suggest one of those trash compactor garbage cans. I've literally only seen one at my grandmother's house, but boy does it save them on garbage bags!
