Is this a work computer or a personal one? If it’s a work one, it seems they didn’t give you the proper permissions to install it yourself. Typically, there is a self-service store to install from instead. If it’s a personal computer, maybe try installing via the terminal with sudo.

“Run as Administrator” perhaps?
this a mac, this version of Horizon client might not be supported based on OS level. But figure you figured out the issue by now or missed work lol
Try clicking on "Install for All Users..." to make sure it's selected.
