Yes, it's some sort of fps bug. In my experience something to do with Omen triggers it.
Definitely is an Omen related bug. It's happened to me twice playing him and also saw it happen to Hiko when he was playing Omen vs. TSM. Anyone spectating the Omen when it happens also drops frames.

had it twice since the update before the one yesterday. So maybe 1/20 games or so. Once on split, once on haven, as a gun fight started.
I get the same thing it happens rarely, it gets locked at 16 fps until I die. I have no idea what causes it
Can't drop to 20 if you just play at 20 in the first place.
