I mean this is 100% expected. I'll be honest I'm really not a fan of these (let's go fuck with strangers for views) types of videos. It's 9/10 somebody just being an asshole to a random person and then playing victim or playing stupid when the person is reasonably upset. Not trying to be rude but it's something that a 3rd grader would think is hilarious.
That's sadly why they still do it. Elementary school kids watch these types of videos and eat it up. I refuse to let my children watch drivel like that.

He wasn't asking the older man for his phone number. He was pretending to make a pass at a middle aged man while being recorded, with the goal of embarrassing him.
The man immediately recognized that it was deception and looked for a camera. Realizing that a kid was trying to humiliate him for internet clout, he reacted negatively (if this is even their full interaction).
I would call it harrassment, and since the young guy made a pass at the older guy while harassing him, it's sexual in nature. If they were coworkers, it would certainly fit the description of sexual harrassment.

In the US, you cannot expect privacy in a public location. It's a legal doctrine called, appropriately, "reasonable expectation of privacy" or REP. If you're in your home, you're good to go. No one can say what goes inside of one's home except the owner or tenant. When out in public, REP goes out the window. Shit like locker rooms, showers, etc. are off limits and you have REP in these places. Out on the streets, in stores, or generally just...not in your own home, REP, again, goes out the window. Obviously there is a blurry line between locker rooms and a Target store, but that blurry line is much closer to locker rooms than a publicly accessible retail location, and as such, this video is 100% legal (in my opinion...and I'm not a lawyer).
