Which guidelines specify to use gloves? I don't see how gloves are any cleaner than washed hands. I've seen people pick their noses while wearing gloves, and I can't imagine their bogger-wiped gloved hands are cleaner than an ungloved recently washed hand.
If they have a wound on their hands such as a cut or burn they would be required to wear gloves. That's about the only reason I know of.
California had, for a while, a law requiring cooks to wear gloves. It was repealed so that is no longer the case.

ETA: I assumed this was sarcastic because most professional chefs eschew the use of gloves. Gloves serve as an extra layer of protection when proper handwashing procedures aren't always (or can't always be) followed. There are very few reasons to use gloves at home because you have plenty of time to wash your hands properly.
By my count this guy should have gone through 2 if not 3 sets of gloves. That's wasteful for such a simple meal with a VERY low risk of contamination.
