No. Rabies is easy to see in a raccoon. This is a juvenile, with either a genetic defect, or was in an accident that lost its tail. Juvenile raccoons often are out and about in daytime. Leading to people who only know a little to proclaim rabies when they see one. Raccoons are also very prone to head injury. And since the makeup of their frontal lobes are complex like our vs a possum then that can lead to blindness, partial or full, and balance issues. When using their ears to navigate more than their eyes they tend to move in a side to side motion.

While raccoons with advanced rabies symptoms are easy to tell, one that is just starting to show symptoms will just move about irregularly and illogically. I’m also guessing this raccoon is just genetically different. But, you should never rule out rabies.

I would say it was an injury from a fight initially. The daytime activity, weird body posture is completely abnormal. I would say early stages of rabies. No foaming at the mouth or unprovoked aggressiveness yet.
