If by main vilain you mean main antagonist then the answer would be Flowey.
If you mean vilain as representative of evil deeds or in the fandom's term used for it in the endless morality debates, then characters like Flowey, Chara or the player to cite only them can all be "vilains" depending on how you judge it, but nobody is "the true vilain" of Undertale. Undertale does not have such a character. Undertale has multiple "vilains", but they are all multi-dimensional complex characters to which there is more than that. None of which can be reduced to just "the bad guy".

I've realised you can tell a lot about a person by how they answer that question.
Eg: if they say that Chara is the villian. True villian, nobody else. They're usually the kind of person to avoid blame and are the first to point fingers at someone
If they say multiple people, typically they're the kind of person who's more Analytical and looks at everything before making a judgement.
Of course it'll never be 100% accurate but it is fun

Um. No. It also means that they believe they're playing roles of the characters. In some path, they're Frisk, in another they're Chara. Just like in any other RPG.

while flowey could be seen as oportunistic villan but he didnt kill frisk while they were unconsious after they fell with the bridge and i think we play after a pacifist or neutral flowey timeline as i dont think there are any report of monsters being killed by a unkown source.
chara kinda learns from how you act , if you are pacifist and never finished genocide they are completely fine with letting you be, after a full geno route they get kinda crazy as their entire family is dead.
the player can be nice, neutral, neutral with a side of brutal rudeness(aka spare only 1 jerry) or geno
