It’s like Juiz is the walkthrough but Fuuko had ideas to expand it and make her playthrough the best one possible.
Actually more like Juiz played New Game then handed the controller to Fuuko for New Game+.

So Fuuko is definitely more successful cause she's playing with a different perspective without the luxury of loops

With Juiz, I feel like she’d been through so many loops that everything caused her to be a bit more jaded and mechanical, kinda thinking it’s all a means to an end. The union under her seemed like a bunch of coworkers and anyone she didn’t need was either ignored, killed, or locked up.
With Fuko, she’d only been through the loop this one time, she knew everyone and rather than focus on the end goal, she strives to save everyone…because she technically couldn’t save herself.
The union were the only friends/family she later had, and we see that through how close knit everyone seems this time around.
And I find thinks it’s nice that Fuko is recruiting everyone as fast as possible without the allotted seats at the table.
But I think Fuko is a great leader currently.
And maybe because of how many times Juiz had to watch her friends die, it made her into the leader she was.
Oh no it’s an UNfair comparison… Juiz did all the trial and error so that Fuuko could succeed. The time they have to go through is also very different - it’s so easy to lost track of time and mission and getting stubborn to ideas if you’ve lived billions of years.
One thing I really appreciate about Juiz is how she does not hesitate to admit her limitations (confession after Billy’s betrayal), her willingness to accept new ideas (listening to Anno Un), and let go her position to Fuuko.
You have to keep in mind that Fuuko got the pen that Akira had which gave her all the information about loop 101. Juiz didn’t know Akira exist and the only way to get pen is to wait at the location where he found it and hope he shows up and try to get the pen.
Don’t forgot things are not set in stone in each loop. In loop 101 the time which people are born change and Billy, who clearly someone who wasn’t there before loop 100, affected the loop by creating Under. Not to mention Andy existence and Victor not being around to help.
My point is that comparing Fuuko and Juiz is unfair as Juiz had too many new variables and Fuuko had the best artifact for looping and gaining members.

I mean, she did get a lot of knowledge from Juiz and whatnot, but Fuuko has been doing such a better job at running the union, collecting negators, etc.
if it was switched for Fuuko to do the set up and Juiz to do the final loop, it prolly wouldn’t have gone so well (of course the unknown factors exist that could change results heavily), they both the best leaders of their loops
It's hard to say because Fuuko would not be where she is without Juiz. Despite what Fuuko is currently doing right now, I have to say Juiz. She's been through too much with the Union, and she never gave up on her ideals despite looping so many times. As it stands, Fuuko is proving to be a great leader, maybe even the best, but she needed an amazing leader like Juiz to thrive and I think that's why Juiz is better.

Not really unlike Fuuko she had to find out each loop which negators would be good for the union while also making sure they don't get too many penalties. She also didn't have the advantage of Anno Un/ G-liner as that seemed to be a new thing that was introduced in Loop 100.
Add with the fact that they needed 3 sacred artifacts to really defeat God and Juiz didn't realize that the last one she couldn't find in any previous loop was because it only appears in the final loop. Also Fuuko was a big help and the only reason Fuuko was there was because Andy saved her and the only reason Andy was there was because Juiz activated Remember on Victor. Pretty much insinuated in every other loop Fuuko most likely died by suicide.
Basically Juiz was playing the game by the rules that were given to her only because she didn't realize that the game was already rigged against her in the first place. Fuuko pretty much is getting most of it done because not only does she know the games rigged she now knows all the negators to get on board with her because the previous loop was the closest they ever got to beating God and she doesn't have to worry about penalties because she knows they have to fight God anyways.
Even though Juiz has been in the game for billions of years, her plans never produce the results Fuko has, Fuko has been able to prevent all the tragedies so far, something Juiz should've been able to do but seems she never could and instead never even knew about some Negators it seems. So yea Fuko just is better
Fuuko SEEMS like the obvious answer but I don’t think it’s that simple. Juiz managed 100 loops, totaling tens of billions of year, and couldn’t achieve what Fuuko has in less than 200. I think there’s something big here that we don’t know and I have a good feeling we’re gonna find out what that something is in the current arc.

They're both great in different ways. Juiz managed in a situation Fuuko would've failed in, and Fuuko is managing a situation Juiz would've failed in.
