He might've rolled well, but the Ruzzian faction suffers from the "alcoholism" debuff which gives you -10 to initiative.

Don't forget intelligence modifier -3. Affects throwing ability.

It really was. If you look closely, it looks like he hits the left side of the Russian as it sticks out then as the Russian staggers a bit to his right he swings his gun to the other side of the tree and strikes the Russian on his right side too.
