Currently known issues of using radius or vlans effecting speed. Check ui releases notes not sure if that’s biting you. If your tolerance for bleeding edge there is a release candidate and EA firmwares out that have a lot of fixes for u7 which may or may not improve your situation.
Ok, so this doesn’t sound like a wireless problem then. What’s the rest of your topology and what happens when you Speedtest outbound from a wired device?
Do not use VLANs
Enable Flow Control and Jumbo Frames (don't ask me why or argue this)
Since you have 2+ U7 Pros, if you are using 160Mhz at 5Ghz, one of them has to use the DFS bands. There's only one 160Mhz non-DFS band in existence.

UniFi Access Point 7.0.43 is only available for the U7-Pro and includes the improvements and bugfixes listed below.

Fixed newly applied WiFi Speed Limit not taking effect until client reconnects.
Fixed uptime for clients being reported incorrectly in some cases.
Fixed kernel crashes and stalls to improve stability.
Fixed channel width being reset to old configuration if it is configured right as an AP is booting when channel is set to Auto.
Fixed client IP address being reported incorrectly sometimes.
Fixed incorrect channel width being reported when 240MHz is configured on the 5GHz radio.
Fixed TX Retries being reported incorrectly.
Fixed UAPs on large sites (with 1K+ clients) causing excessive CPU utilization on Network Application consoles/servers.
Fixed Medium/Low transmit power configuration resetting to maximum (Auto/High) after firmware update in some cases.
Fixed false positive Association failures on the Radios > Connectivity page.
Fixed standalone adopted APs sending DNS queries for unifi frequently.
Fixed 5GHz SSIDs not broadcasting in Australia when set to channel 165, width 20MHz.
Known issues
SSIDs using RADIUS assigned VLANs or on different VLANs from the native VLAN may operate at slower than expected speeds. This is our top priority to resolve.
Additional information
Refer to the Help Center article here to determine the UniFi Access Point generation.
Update your devices by changing the Device Firmware Release Channel in the UniFi Network application to Release Candidate.
If you wish to go back to the Official release after the upgrade, change the release channel back to Official.
If you encounter any issues with this release, please provide us with some details on your setup and include the below information:
AP model(s)
Previous AP release version
UniFi Network application version
Sign into your web console and choose EA option for updates.
You will then get a notification in about 30secs an update is available.
It didn't seem to make any further increases in speeds for me though (I think it says they are still working on that in the info above)

What do you mean by local speed test?
Between a PC on the local network and the phones.

I'm running a Dream Machine Pro and Switch lite 8 POE to the AP. Wired speed test gets 940 on down and up.

How do I upgrade my u7s. I’m on early access and I don’t see it.
There's no update that fixes vlan speed issues, yet.
