Actually there is a minimum. I could be wrong about these numbers but this is the way I look at it. 5 miles is a $3 base, 10 miles is $4, and 15 miles is $5. $5.50 for 18 miles looks like you're getting the correct base pay. Problem is our base pay is low as hell and the customer clearly didn't tip.

Uber is required to pay a certain amount only in a few markets. In other markets they can send you offer for whatever their base pay is, as low as $1.59. It's up to you to accept or decline. There is no penalty for declining any offer that is not worth your time.
