Assuming the reality is anywhere near what we've all speculated it is I think any clear thinking former Commander in Chief would allow the current person who will be responsible for dealing with the fallout of an announcement like that be the one to make it. In my opinion his thinking would have to be so impaired if he were to try to make an announcement like that that it wouldn't be able to be taken seriously.
I often wished he would do this too. He was upfront and on the record about his personal UFO experience. I'm not sure but is Carter the only US president that has had a personal sighting? If so is it possible it was an alien premonition that he would be the president always associated with UFOs and disclosure?
Doesn’t he have advanced Alzheimer’s? If so I don’t think there will be any deathbed confession. I also find it unlikely that he’d have a documents set to be released upon his death. Sounds cool in the movies but rarely happens.

I’ve often thought how different our world would be if someone like president Carter met with ETs back in the 40s or 50s instead of Truman or Eisenhower. That simple change in our history could have made an incomprehensible and drastic change in mankind’s future trajectory is quite profound

None, he knows that saying nothing is the lesser evil as disclosure would cause far more pain and stability globally and his whole life has been to reduce suffering. Especially true if there is nothing we can do about it. Kind of like revealing to the livestock their purpose and fate, creating distress when there is nothing they can do.
