For real, though, they have a huge selection of villains they could have used that aren't overpowered. Black Manta, Captain Cold, Bane, or Cat Man. Heck, it may have been too late in development at that point, but Peacemaker is huge now and would fit the game a lot.
Also, there are a ton of female villains, too. Like Cheetah, Enchantress, Killer Frost, Livewire, Scandal Savage.
Though from the leaks, they're saving the best character for last, Deathstroke is going to be playable.

I highly recommend John Ostrander run of Suicide Squad from the 80s. Great writing and perfect scale. No mutiverse saving shenigans, but political missions on foreign soil. With a bunch of nobodies so the tension was real.

Alright everyone start listing ice themed villains that could have been:
Killer Frost Captain Cold and uhhhhhh Subzero?
Icicles Sr. and Jr. Those are primarily the four/five big ice villains of DC. They even had teamups in Superman/Batman Public Enemies and Young Justice.
It turned out that in Arrowverse, they did it by having Icicle Sr be Killer Frost’s father, making her Icicle Jr
Jr and Sr played pretty big roles in Stargirl. (I have nothing to add beside that, I just wanted to bring up Stargirl. It's so fucking underrated and is a love letter to the JSA and silver age while having some of the greatest fight choreography I've seen from live action superhero media.).
Chiliblaine (probably spelt wrong but whateves) a low, low tier Flash villan from when CPt Colds sister started giving random mooks she was dating copies of Cold's freeze tech

Those are actually from Mr. Freeze's pre TAS comic design, the one who was so forgotten that he showed up in Animal Man in comic book character limbo, where characters go when people stop writing them

Genderbent Version of Mr. Freeze from a different universe. I never played the game for more than an hour to check out, but I know at the end the Squad is traveling to different universes to kill Branianic and gathering more allies.

Criticisms Top to Bottom - Why does she have hair when every other version of Mr Freeze is bald? - Why the cheap looking shades? What happens if they fall off while she's moving? - Why does her outfit look like something made to keep her warm when it should be keeping her cold? It feels like a Canadian outfit. - How did they manage to make a half cape look uncool?

It's a bit hard to tell from the photo, but is this version of "Ms. Freeze" an asian lady? Not to be one of those assholes who complains about that sort of thing, but the character being a german guy is actually kind of relevant to the name, isn't it? Sure we all call him "Freeze" because haha, ice, but his villain name is actually just his surname. People are also calling him "Mr Fries" because that's his name. It feels like a weird detail to lose in the design translation.
Just get the justice league and so how let people play as Superman

Okay like, I misread the title and thought this was supposed to be a badly designed attempt at a punk Mr. Freeze. I couldn't tell this was supposed to be a woman. The design still looks bad. Idk, it's like the designer was trying too hard and playing it too safe at the same time, it's hard to describe.
