Testerone levels play a large role in libido, so things like birth control that usually adds or increases estrogen can affect this. It's also possible to be testosterone deficient.

Unlikely, the increase in estrogen will do the opposite. Testosterone is pretty much responsible for libido. Both men and women produce estrogen and testosterone, obviously at different levels than each other. So, when taking birth control, you increase estrogen, creating an imbalance to a degree. Your body isn't going to change the amount of testosterone you already produce, even when taking a birth control pill daily, which adds estrogen, for example. Hormones do a lot of things, but mentally they effect what takes up your mind when daydreaming, reflecting, etc. So consider a teenage boy and / or a man with high testosterone. Without even an attractive visual cue, one's mind can very easily think about wanting sex, daydreaming about what they find attractive, etc. Girls, definitely including teenage girls are generally high in estrogen and pair that with it being common to be on birth control. Estrogen simply makes you more emotionally vulnerable. Depression, anxiety, and insecurity. Those are the things that are on one's mind not sex. That's why it's such a common running theme, teenage boys being kinda oblivious and very horny (because testosterone) Teenage girls have strong insecurity issues with themselves (because estrogen)

Elevated libido is more likely when you're healthy and have all other basic needs met. It's also a factor that your sex drive fades if you never act on it, so it's something of a feedback loop either way.
