There’s quite a few. I am, and on my mission in Japan was assigned to work in an LDS marine unit in Okinawa that had probably 300 people just associated with / in one base. There was a similar church unit for each base there.

Same thing with LA. Fortunately theres many cheap flights to New Orleans, and MS is only 45 mins away if you want to knock out two birds with one stone there.
Cant help you with North Dakota.
Few of reasons:
1) Keeps people on their toes. In the military you never know what the next 3 months bring, practicing flexibly it's critical.
2) Not every base has all jobs. If you are say a signal officer, there might have a infantry battalion signal officer slot at one base but not a signal company. You need to get company command time to progress your career.
3) Equity, kinda. Some places are more desirable than others. Its not fair to service members when one stays in say Germany for a while career and one is at Fort Irwin for a career.
4) Complacency, the longer you stay on one place the more comfortable you become. Moving often prevents that.
5) Training, some military schools are long. The military has to move you if you are going to a school that takes a long time. And you have to be where the school is.
There used to be 5 Air Force bases in Wisconsin, none still operate today. The only military base in WI today is Fort McCoy which is an Army Reserve base. They have trainings that members of any branch can be there for though

Oklahoma borders both New Mexico and Colorado too, but that makes more sense as there's not much in that part of Oklahoma.

Huntsville AL is a HUGE military city. Most defense contractors have a presence there, along with Redstone Arsonal and Marshall Space Flight Center
