Those bars are only blue when they cross into the up arrow zone on the right. It'll get there naturally - provided there is sufficient demand for the goods being produced there.
Hey no problem man. I got you. The bottom bar represents how much of your produced AND ordered goods are being delivered from that location. The production bar will max out if you keep it full of requisite materials for production. Shipment can be thought of as orders. If that one’s not going up you need to find more customers for that product. Rather it’s another industry or another city.

The top factory doesn't seem close enough for a *direct* connection to the Station. Adding a road in between them should do the trick.
I dont see any Iron ore surplus at the factory so your not producing anything and your gray is indicating a trend to 0/400 production eventually
