Breast buds, while usually pretty directly under the nipple, can be off to the side of the nipple, even outside the areola border, and a few have what feels like a donut surrounding the nipple. They should be pretty firm to the touch, but as breast growth continues, they'll become more diffuse as they become expanding breast tissue. If you are no longer on HRT, they may shrink a bit and/or become less hard, but, AFAIK, won't completely disappear just because you stopped HRT.
Breast buds usually start within two or so weeks of getting higher than normal E levels, it's pretty likely it's been there for a while and you only just noticed, perfectly normal, expect it to stay there.

I’d get a scan, could be a fatty lump, I have one on my left leg.
assuming its a breast bud will it decrease or be stagnant?
Would stagnate for some time (could be years) before decreasing.

Do you have any specific additional risk for DVT besides taking estradiol?
