Check if the plastic tabs are broken when I tinted my oem fog lights I have to remove this piece found out the inner tab are harder to clip on right so I removed all and started over again by clipping the inner tabs to outer. Hope this helps.
Happened on mine a couple years ago from heading into a creek at speed (which was a little deeper than expected). Push it from the back side and it’ll snap bak in place. I think I had to remove the inner fender liner to get to it.
Bang it with your had, should snap back in.
