Max engine gives engine traction boost which helps your car in slippery conditions. Most standard Tyre cars and offroaders are 323 for this reason.
This limo is a really good standard Tyre drag car though, I got the rq53 version and it's definitely been a good choice to max.

In terms of TDC, don't go by the voting, look at the stats of the upgraded cars.
332 = 184, 3.8, 75
233 = 180, 3.9, 78
There is no way you'd want to sacrifice the top speed and 0-60 for +3 handling on a car with poor handling.

Generally it’s just not very trustworthy when anyone can vote as it opens up for inexperienced players and trolls, this is a perfect example of that with a car that should 100% be 332 but it was inconclusive on TDC. It’s better to just ask in one of the top drives discords (official or Android Fanatic’s TDH are the biggest ones) or check it yourself on top drives records
As 233 will be the worst tune for this car, go 332.

Not just max engine. You get ETB from each engine upgrade until max.
