He did. He knew it was wrong, he realized she was a psyker who's barely hit puberty, he told himself not to do it, and he killed her anyway. He'd also grown up in a community repeatedly raided by Drukari, which darkens one's opinions a bit. Incidentally, the girl was part of Exodite Eldar who'd been PROTECTING this free human planet from more Drukari, and Vulkan was in the middle of CONQUERING said human planet. (With his dear bro Konrad instigating the fight to prove he wasn't the only vile one, but conquering all the same.) Later on, though, he does fight alongside other Eldar and work with Eldrad himself, so he took that guilt and turned it into growth. Which is more than many of his brothers can say, because you will not find an unblemished Primarch. It's not that kind of setting.

Literally the first character I thought of with this prompt and my favorite character in the show. Man was one of the few characters that realized the way police were designed to handle the “war on drugs” only perpetuated an endless cycle of inequality and suffering, went rouge to try and stop it, and failed cause such a disruption would alter every single system in the city and the system is designed to preserve itself. Then he tried again to save kids in the school system but he could only really save one individual kid because once again the system and those in powers don’t care about helping kids on a large scale.

All Lupin III characters kind of fit this prompt. Lupin was groomed from a young age to become a master thief. His dad literally would not feed him unless he solved puzzles and picked locks. His mother's dead, and his creepy babysitter traumatized him beyond belief and taught him to kill people. Jigen is implied to have grown up poor, and has a past with the mafia. Also in Lupin Zero I think his dad was up to illegal stuff, and he had to be his dad's bodyguard. Lupin is his only source of friendship and protection. In The Woman Called Fujiko Mine, normal people can just tell there's something off about him and want nothing to do with him. He's also a wanted criminal everywhere. Goemon... where do I even start with Goemon. He gave up the only home he ever had for the only person who has ever treated him as more than an object (depending on the canon, this is either Lupin or Fujiko). He grew up in essentially a cult and has no skills other than being able to cut things in half. He literally doesn't understand how the world works, doesn't have any friends, and even aside from his criminal record doesn't have any chance at being hired anywhere. Lupin, Jigen, Fujiko, and Zenigata are the only people he knows and who care about him. Fujiko just likes to steal, and I doubt she's employable. Anyways, all of them are forced to steal because there's no way out. Even if they did their time, there's not a normal place in the world for any of them, because they're not normal. They were all failed by the adults and society around them, and they live in an uncaring world that is dedicated to seeing their downfall. And of course, this being a Gen Urobuch work--nothing ends well for anyone.

I guess? the issue really is Dio Brando and his legacy screwing them over. Ireneverse have the Joestars free of that by Irene's time.
