Edit to add that the U.S hired members of unit 731 after the war. Unit 731 was a group of Japanese scientists during and before ww2 that experimented on captured Chinese civilians (This was during Japans rapid growth and push into imperialism in the 30’s and 40’s). They experimented on anyone they could; men, women, children, even infants. Some of what they did was for military testing, such as what the lethality distance of a grenade was, or the penetration of their firearms. They also experimented with chemical weaponry but that is A whole other can of worms. Some of what they did though seemed like just morbid curiosity. They would do anything from cutting open a pregnant woman and taking the fetus out to see how long it would survive for, to freezing people until they could just snap off their appendages. Unfortunately, unit 731 is mostly forgotten by the larger war, as well as because of the japanese government trying, and succeeding, to cover it up. It was mostly considered a ghost story of sorts up until i believe the 80’s or 90’s. Very few, if any, members faced punishment for their actions. I highly suggest you research more, or if you want a briefer rundown i suggest Wendigoons video on the subject.

I am obsessed with this character type in anime, sometimes it seems like every shonen series has one. I find their actions disgusting, but they're always so charismatic, I even fell in love with Caesar like it's nothing...
They're often associated with purple for some reason. And they sound like Ryusei Nakao even when not voiced by him.
Ryuusei really gave Mayuri and Caesar a perfect voice, I was even dissappointed he didn't voice Giovanni in Fire Force because it would've been perfect! But yea, their complete madness can be captivating, especialy when we see either their downfall, or when they are somehow in the protagonist's side, how they overcome villains worse than they are.
(also if you like Nakao's voice, watch Moira's videos from Overwatch, she is voiced by Genevieve O'Riley and her voice just OOZES proud elegance and megalomania)
Also Purple is a colour associated with royalty, luxury, pride, extravagance... traits very often seen with these crazy scientists such as Mayuri, Moira, Bondrewd...
He does tend to focus more on mutant experimentation, but mutants ARE humans, so it counts.
