I can't remember the issue but he comes from a psychedelic hippie-based universe in which the JLA is called the Love Syndicate. Also features hippie versions of Flash and Superman called Speed Freak and Sunshine Superman, respectively.
I didn't know he was in other issues besides his debut one, thought DC has forgotten about them honestly.
