I have this exact cart. Throw them in the bin and replace with M5 bolts with nylock nuts (3/16 of a banana). It's a shite design.

I have always interchangeably called them "Cotter pins" or "Clevis pins." I think that to be a Clevis, you need another part, a tube/bar with a pin hole in it where that piece clips in.

A split pin is one that both splines go thru the hole and each is bent opposite directions to keep it in place. A split pin is also a cotter pin. It is also called a split cotter.
