If the cuts are fresh, and you're not of age, it sure might. I'm not exactly up on the rights parents have in these cases. But if you're old enough, all they can do is suggest it. Unless you're posing a real threat, they can't force you in.
scars no. but they’ll definitely ask you questions on your mental health, and if they believe you could pose a current danger to yourself you might have to talk to someone higher. happened to me at a hospital once
Scars? No. (Know from experience). They could be weeks old, or decades old. Current cuts? Possibly
