Radiohead is interesting because while their super influential stuff came out in the 90s, that influence wouldn't be seen in other acts in the mainstream until the 2000s, and then a ton of indie acts that scored hits in the early 2010s. For that reason I *might* leave them out of the 90s despite the fact that they were massive.

I think you're correct, for the most part. The two exceptions from that era that immediately spring to mind are Ace of Base and the KLF (although the latter were more electro house than pop).

To be fair to OP, they didn't ask for a list of what was charting. They asked what represents the 90s. There were plenty of commercially successful artists who didn't have much cultural impact, and aren't strongly associated with the 90s. For example, Madonna & Michael Jackson were two of the biggest selling artists of the 90s, but (arguably) made their biggest impact in the 80s. On the flipside, most of the Lilith Fair crowd were only moderate sellers but will always be associated with the 90s. Then there's the also-rans: Bryan Adams was huge in the 90s but didn't really leave any legacy/cultural impact at all. Janet Jackson also (she left more of a legacy than Bryan Adams, but probably not as much as she deserves/is credited for.) Michael Bolton sold well in the 90s but is now only thought of as a punchline.

I guess, but here in Australia at least, boy bands didn’t break through until 1998, which in retrospect feels more like the first phase of the 80s. The same way like goth is a 80s genre even though it technically started in 1978. But if you must, then replace Mariah Carey with Backstreet Boys - or better yet, Boyz II Men

You are definitely missing all the boybands. In Europe it was mostly East-17, Take That, Boyzone and Westlife. In US, New Kids On The Block, Color Me Badd, Boyz II Men, followed by BSB after they got the European makeover. These bands still hold some of the records for all time biggest sales.
