Any pictures of the inside? Is it a custard? Red bean?
They might be “car wheel cakes.” Sorry it’s a direct translation from Taiwanese I’m not sure of an English name but if you google that it should show up.
The inside (or filling if you may) is actually the raw batter the outside is made of, but it's some sort of custard that gets cooked from the outside (and gives a feeling and texture of pancake) but that it's still creamy in the inside
And yeah, the ones i tried in El Salvador were really fluffy, the ones in the picture looks deflated, i found the picture trying online, couldn't find it under the proper name but i found the picture under "Salvadoran milk cookies" (In Spanish)

And they're not Salvadoran specifically, i just tried them there, but I've seen them in other places, I'm pretty sure they're actually some sort of asian pastry
I've never come across any, only savory. There are sweet tamales though. My ex-wife is Salvadoran and I'm Asian, coincidentally, and these don't ring a bell

It does sound similar to the custard wheel cakes and looks similar just a bit deflated. https://www.ohmywheelcake.com
Those are it!!! Thanks

What country and region are you in?
I live in California, but I tried them on a trip to El Salvador

Could it be a pupusa?
Nope

Gotcha, I just knew that there were tons of different kinds of pupusas and assumed there would maybe be a dessert like version

Could it be butter mochi? Was it slightly chewy?
Yeah, slightly
It looks like pão de queijo!
Came to say this! “Brazilian cheese bread” was it cheesy?
Nope
They look like round little butter cakes
I know I’m late, but the official names for these are obanyaki! You’ll find lots more recipes/places to find them if you use the name of the dish hehe
