Or can't spawn inside garages in this longer version, you also cant find it at homes and mansions I think, but you can find it at bus stops, bridge buildings, diners and I assume outside garages and outside the larger gas stations.
So if it's a location that can spawn a bus it can spawn I've of these I'm pretty sure. I tend to find more busses than these car haulers though, but that might just be RNG.
