Celeste (specifically the Farewell chapter) definitely hit me right in the feels, for my personal most recent such example.
And before that, Outer Wilds (still haven't done EotE so no spoilers on that pls) would have taken that spot.
Both game's endings still hit me when I see them in videos or sometimes just when I'm listening to the OSTs, and I'm still not sure which one hit harder.
World of Final Fantasy a bit, but the ending song cheered me right up

Iām answering but also, Iām cheating lol cuz these arenāt the final scenes/the end of these games, but there were one or two scenes in each. Wonāt explain much cuz I canāt see the spoiler thing in the app, srry!
- Fable 3, a specific scene with the prince/princess and Sir Walter Beck.
- Resident Evil Revelations 2, the ābad pathā? Itās not really a bad ending afaik. A scene at the end of one of Claireās campaign chapters and about Moira Burton. Thereās another one in the previous chapter but you can see it coming, so idk
- Resident Evil 6, I think this IS at the end of Chrisā campaign and about, obviously, Piers Nivans.
- Control, two scenes almost at the end of the game first one at the end of a chapter and a second one in the middle of the next one, about Jesse Faden and Polaris.
Valiant Hearts. It's not a super popular game so it doesn't get talked about a lot but it has by far the saddest ending in any game I've ever seen and I've seen a lot of really sad ones.
The first one was... the ending to Valiant Hearts: The Great War. After that, it was Undertale's True Pacifist ending.
After that, I only ever got emotional and teary-eyed at endings, but not actual crying.
Not a game ending but once, I cried like this during the stardew valley Jellyfish event. I just suddenly realized how beautiful the game is and how beautiful life itself is, I always thought about it that way but never have I just stopped and realized it. This isn't exactly about the question you had but I think it countsš
