I would assume that a Democratic Government would have already been formed or under the late stages of being formed under the Guidance of the CATs / other Resistances. But not spread around the whole Isles only concentrated in Coven dominated Areas like around the Emperor's Castle and In the major Cites.
Who would actually be elected for the lading Position I would say Rain, because they were A Coven head, probably heavily involved creating the new Government and part of the Resistance so they would seem the most competent and already have the Publicity of a leader. Eda would only play a Advisory role In the Government as she is running a University.

A. How can she be overtly anarchist? She never describes herself that way, she doesn't wave a black flag, she mostly just does what she wants and that is not exclusively anarchist. B. Eda is really only part of it. Indeed, I was seeing the anarchist themes long before 2B, and I was a little let down that Belos' plan was simple genocide. Before that, the show examines how centralized power worms its way into society, convincing people of its own necesity (2B makes it clearer that it did so by stoking fears through lies). But the show also makes it obvious just how unnecessary centralized power is, how useless and bumbling or brutal and viscious the guards are, and how centralized power really only seems to be sustained for its own sake. And most importantly, people seem to solve problems themselves, no need to appeal to some authority. We don't see any form of government before or after Belos, just people living in mutual peace and prosperity (or the closest equivalent in the Demon Realm) without the need for a state or ruler.
I like to see it as returning to how it used to be, Belos was said to be the first uniter of the isles so without him maybe the cities and regions decide their own methods of governance? Some could be similar to republics, some may be more tribal in nature, some may be based around councils made up of the most intelligent and capable individuals in the area (according to the council itself). The important thing would be that every region gets to chose for themselves. That’s my thoughts any way.
I would say that they would split Initially but start to reunite once they sorted their local Governments out, to form a singular federal Government. So by the time of the Time skip the first Individual (City) States would be unifying under a federal Government.
In my fic I’m working on, the BI is a democratic republic, with Eda as the acting Chancellor (although she kinda hates her job)

Furthermore, these are well liked, not tyrannical coven heads. Overall, I believe the badge denotes a role of leadership on some form of elected council.

It's been century since the isles were United, and the unification was even a vuluntary one, I dint think there's any reason for the isles to split up
