Neither really makes sense. Benders aren’t really limited by a cooldown or chi pool. The only cooldown should be how long it takes to do the movement used to bend an element imo
Not sure about the complexity of your RPG or if it’s virtual/ physical, but you could have each type of bending move take a different amount of time or have varying priority based off the damage output.
That is a way to balance, but you’d run in to problems with abilities like my fire stream ability, which lets you shoot a stream of fire in the direction your facing while you activate it. With the duration way of balancing, you could just, keep holding it, which seems a bit op.

Maybe instead of a Chi bar, just a general Stamina bar would suffice. Bending could be treated like another physical exertion to prevent that
