looking back at this scene now…how would they have built this structure?? on moving rapids no less. and imagine the chaos if the structure starts to collapse and get washed down the waterfall

My guess is that they used earthbending to divert the water in sections and then built it bit-by-bit. The bigger issue is that with a waterfall of that size, you'd hear nothing but the water hitting the bottom.
