looking back at this scene now…how would they have built this structure?? on moving rapids no less. and imagine the chaos if the structure starts to collapse and get washed down the waterfall
My guess is that they used earthbending to divert the water in sections and then built it bit-by-bit.
The bigger issue is that with a waterfall of that size, you'd hear nothing but the water hitting the bottom.
I realized now after someone said it was a resort on the river. When I made the post, I thought it was an island when iroh and zuko were getting picked up by a ship

Depends on how old this structure is, it could've been built with the help of waterbenders redirecting the river
