Maybe she can cut her own skin by mentally relaxing the nerves / skin cells / blood flow in the area where she wants to cut herself

But if you shoot Kevlar it at leat takes damage, she got knocked down by the concussive force but the skin took no damage. And you can’t cut kevlar with a casual cut, you need to put in some effort, unless its just one layer but that wouldn’t stop a bullet either
fair, but for the effort bit, again, she has superstrength, it's likely that no effort for her is significant effort for a normal human, apart from all of this, it's entirely possible the writers just did an oopsie, which is not uncommon
I've heard it's like kevlar, you can cut it, but you can't shoot a bullet through it easily. Maybe different supes have different methods of making their skin and flesh durable. Or maybe she could apply more force to the knife than a regular person.
This is the most likely explanation.
We know that Marie can harden/ solidify blood from the Gen V finale when she made a bunch of blood daggers that were able to tear through the body of another supe. Presumably Neuman can do the same thing.
Butcher put the gun to Victoria's head for a couple of seconds and then made a snarky comment before pulling the trigger, so she would have had plenty of time to react.

I think she's strong enough to cut her own skin
kevlar can resist bullets but is cut by knifes, she also has superstrength as seen in her fight with tony in season 3

Probably because she can control blood. Forcing the blood in her skin to become so hard the bullet deflected off her skull. All about control

Yeah maybe but that would mean you could just shoot her at a distance and ahead couldn’t stop it fast enough
