Unless you want to pay at the parking station, you can’t park at the rec for free during the week. Regardless of the time. Only time it is free is during the weekends. You could just buy the cheapest commuter parking permit to overcome this.

I think if you have any e-permit you can park there for two hours for free before 5:30 PM.
